Child support

if a biological father signs off all rights to a child and she is adopted , then the mother later down the road gets divorced and the adopted father signs off all rights, can the mother come back on the biological father? the girl is 13 years old now, and is wanting to get involved in her biological fathers familly, but he is worried about having to pay child support now. can you help please? thanks

I'm fairly certain that the biological father cannot have further responsibility once the girl is adopted. I don't understand how the adoptive father can sign off. Once you are a father, you cannot get out of your responsibilities unless someone else legally assumes those responsibilities. I feel bad for the girl. William S. Stern
