Child Support Enforcement

I live in TN, my ex lives in MI. I filed with the TN Dept of Child Support Enforcement, they sent it to Friend of the Court in MI, they refuse to garnish his wages because the original decree states, ''husband shall pay directly to wife''. Is this correct? What do I do now to get my child support payments?
