If the custodial parent has no employment, and the court imputes 30 hours a week at minimum wage, is the $1000 per child federal tax credit to be imputed as income along with her imputed income and imputed tax liability?

You are making this way too complicated. Just plug in the imputed income into the child support guidelines to come out with your support. All factors are taken into account by the guidelines. If you want to deviate from the guidelines, you have to have a real good reason and the judge has to approve the deviation from the guidelines. The Friend of the Court has the program to plug in the numbers as do most family law practitioners.
