my daughter(14 years) is currently living with her father. she is very unhappy living with him and is asking when can a child pick where they want to live.

The child never gets to pick where they want to live. In fact, they can express a preference in the judge's chambers but cannot be asked specifics as the courts do not want to let the parents use their kids to 'work' on the other parent. The test is what is best for the child. The child is not always in the best position to determine what is best for the child as they are too close to the situation and may not have the maturity to make a proper decision.
