Legal Question in Family Law in Michigan

Divorced in Michigan in 1996 , within the Decree, E.D.R.O. included (Eligible Domestic Relations Order) providing for a distribution of Defendant's (my ex-husband) State of Michigan pension plan whereby 75% of the pension, as it exists aof of the date of this Judgment, shall be the sole and seperate property of the Defendant and 25% of the State of Michigan pension plan as it exists as of the date of this Judgment, shall be the sole and separate property of the Plantiff. The parties shall sign any and all documentation necessary to effectuate the Eligible Domestic Relations Order.

My ex- husband just retired two weeks ago, and I need to know what steps to take to get my share of his pension. We don't communicate to each other, and I need to know should I get an attorney, write to Michigan Department of Transportation (they have a office in Kalamazoo), or what do I need to do. The attorney has since retired, and I have no one esle to contact.
