Can our ex-son-in-law refuse to let us speak by phone to our young grandson during visitation. The man is an alcoholic with BPD and online gaming addiction and anger problems. He will play online in an upstairs bedroom and leave our grandson alone on the first floor playing without supervision for hours at a time.

In a word, yes. You can have communication and visits when the boy is with your daughter. That is his time, for good or bad.
It's his time and he can use it as he sees fit, as long as he does not do anything to risk harm physical or psychological to the child. However, I am sure that his time is limited and that your daughter has the child most of the time. During that time, do you have access to your grandchild/ If not, you may bring a motion for grandparent visitation.
