Michigan Court Rule 3.802 states that Notice of a Petition to identify a putative father and to determine or terminate his rights, or a Petition to terminate the rights of a noncustodial parent, must be served on the individual pursuant to MCR 5.105(B)(1)(b), which says personal service, leaving at place of residence with person of suitable age or certified/registered mail. You need to determine the biological father first and then seek to terminate their rights in the minor child through the adoption process. Aldrich Legal Services, PLLC can help.
