Legal Question in Family Law in Michigan

My fiance's daughter lives in Texas with her mom and her "common law" husband. She refuses to come to Michigan to see her dad for visitation and wants him to sign off his rights to her. His daughter is 13 years old. Can he legally do this and have the support payments stopped too?
