how can I get wayne county F.O.C to stop raiseing my child support at will evert year

FOC cannot do anything on its own. However, your ex is likely making motions to increase your child support. The only thing FOC can do is tack on interest and make you pay more on arrearages. If you want to try and reduce support a motion needs to be filed with the court. It is quicker when handled by an attorney.
