Legal Question in Family Law in Michigan

I have full legal and soul custody of my daughter. The last court date a few months ago the judge court ordered visitation with the mother for every other weekend. These visits also double as a sibling visit as her older sister is not my daughter. The mother has not paid any child support at all. Am I legally allowed to keep my daughter and not allow her to take part in the visits?

You cannot violate a court order unless you want to be found in contempt. If there is an order granting parenting time then you must follow through or else you could be sanctioned by the court. You cannot withhold or deny parenting time because she is not paying child support. That is a separate issue that is not dependent on the other. If she is not paying child support like she was ordered to, then your remedy is to have her showcaused before the Friend of the Court, not deny parenting time.
