On what grounds does the state file charges against an individual during a domestic situation when there was no assault against another person and no charges were filed by that person?

Because it is the state through the prosecutor's office who decides whether a charge is warranted or not. Regardless of what they individual parties involved may want, it is always up to the prosecutor after reviewing the police reports to determine what charges, if any, should be filed. That is their job.
