An experienced family law attorney can assist you in getting guardianship over her.

You can try this yourself. Go to the local probate court and tell them you want to fill out guardianship papers for your sister. Usually, they'll tell you what you need. Then you'll have to go to a hearing. The hearing is short. Perhaps you can get your father to consent and simplify things.
