Legal Question in Family Law in Michigan

Interstate custody question: When my ex-wife and I divorced, we opted out of Friend of the Court services and agreed between ourselves that the kids would live with me during the school years and with her (in another state) during the summer months. This past school year, we switched (temporarily) because the constitution of our household seemed uncertain at the time. Now that they've lived out-of-state for one year, my ex-wife wants to keep the new arrangement going, and I do not. Her stance is basically, "They live here now. If you want them to live there, the 'burden of proof' that they should move back is on you."

Should I petition to re-open a Friend of the Court case in my state? Should I find a mediator? If I re-open a FOC case, what are the possible repercussions/outcomes?
