IRS Deduction

I am a divorced father of 3 with split parenting time. I pay child support (have not missed a payment) and the divorce decree outlines joint custody with physical custody with my ex-wife. I have my children 50% of the time (more so in some years). I have not claimed my children on my tax returns as I have been told that I can not do so since she has the ''physical custody'' even though my expenses are for the kids (not including Child Support) are the same. Can I petition the court and feel confident that it would allow me to claim the kids every other year? I still plan on paying child support until they reach the attained age.
