Kristen an Zachary Messer

They were taken away on Nov 3 from my home an investigation was not completed, however they deemed it necessary to take out both of the children. Zach is in foster care, removed from his school district. Kristen remains with my brother and wife. Supervised visits are to be for both parents. Now it has been brought to my attention that I can't have my granddaughter with me without supervision. How can this happen.
