Legal Guardianship
My brother and sister-in-law asked me to be the Godmother of their 2 children. They want it so if something were to happen to them, I obtain custody of the children. How do I make that legal?

Generally parents make a will and nominate a guardian in the will should both parents pass away. While it is not binding on the court it is the most effective way to accomplish what you want.
