Emancipation is probably not an option, however there are a number of things that your girlfriend CAN do:
1. She can visit the local office of the Family Independence Agency and ask to speak to a Childrens Protective Services officer. They can do a number of things including having her immediately removed to foster home for her safety.
2. Visit with a police officer - depending on the city that you live in there may be an officer that specializes in exactly this sort of case. What her father is accused of is a crime, indeed a very serious crime.
I would suggest the Family Independence Agency option as a first step. They are very good and very understanding.
I don't know whether this is the closest office to you, but here's an address:
Macomb County FIA - Mt Clemens
21885 Dunham Rd.
Clinton Township MI 48036
Good luck,

This is an easy one. Tell her to go to the police. The guy won't dare touch her in the future. They will ask both her and the father to take a lie detector test. It is not admissible in court but will go a long way to show his guilt. Bill Stern
