MI adolescent dispute

My niece ran away to her fathers & her mom filed papers because she had custody. Court told him he has to return her and she can't live with him while custody is being disputed. She will run away again gauranteed, can she live with another person meanwhile or can the mother have the cops return her.

As long as her mother has custody, her mother will be able to enforce the custody order.
