Legal Question in Family Law in Michigan

In Michigan, this is my situation. I just learned I am the possible father of a little girl, she is nearly one year old now. I want to find out if I'm the father to be in her life. The mother took state aid because she didn't have insurance and was unsure of who the father was. I have a decent paying job and insurance, and had I known would have been there for the full pregnancy and birth. If I were to find out I am the father, is the state going to come after me? I would like to have half-parental rights to the child.
