Legal Question in Family Law in Michigan

My mother has been abusing perscription drugs for years. We have done everything we can to get her to rehab, but she refuses. She has had countless incidents happen resulting to her own personal injury. Just to start broken bones from falling. The list goes on, but most recently she was pulled over for driving down a major road in the opposite direction and taken to the hospital because they thought she was drunk. We have been told there is nothing we can do to get her into rehab and that she has to be willing. She is killing herself and could possibly kill others. What are the laws/rules reguarding this situation?
