moving out at 16

i have a friend who's dad was just thrown into prison, the mom is being evicted and moving to a small appartment, and she and her four brothers are being forced to move in with the step dad who is being divorced. can She move out to a close reltive or familys house instead of the step dads without her mothers consent?

She needs her mother's consent or a court order.
