Legal Question in Family Law in Michigan

My Nephew (Justin) just passed away leaving a 3 year old Son.

My Sister (Tina), Justin's mother placed a request for temporary Custody in the State of Michigan of her 3 year old Grandson.

The Mother of the 3 yr old died after two months of giving birth.

Now our Half Sister (Angela) has also requested the Temporary Custody also . She is not of direct blood line.

Both sister's are good people . Both Tina has and is raising a good healthy family. Tina adopted one of her Grandsons when he was about 8 years old however, she had been the main caregiver since he was a baby; he is now close to 13 years old.

My Point is this who has the legal right for full custody of the 3 year old..

Who is in the best interest of the child. That's what a judge would decide.
