If a non-custodial parent is not paying his child support, does he have the right to take the child over state line?

Parenting time is not tied to payment of child support.

Mr. Kronzek is right. But, whether or not a parent has the right to take the child over the state line depends upon the terms of the orders issued in the case. If it is not prohibited by a court order, it is okay. But, it is not uncommon that visitation orders address the issue of out of state travel and the conditions that must be met. Review the court orders.
