If a parents rights are terminated does that parent have to pay child support

Yes, unless there is a court order stating otherwise or the child gets adopted. Parental rights involve a parents rights to be involved in the upbringing of their child and having a say in making decisions that affects the child's life. Child support is an obligation that still continues even if you no longer have legal rights as a parent.
