paternity after 15 years

Can you ask for a paternity test after the child is already 16? My brother owes 21,000 in back child support and doesn't know if it's his daughter. Another court appointed attourney said the judge would put him in jail for cruel and unusual punishment of a child. Is this true?

The court appointed attorney should be put in jail for giving such stupid and false information. On the other hand, he might go to jail for the serious delinquency but not for cruel and unusual punishment. Suggest to your brother that he hire an experienced and competent lawyer rather than relying on some court appointed lawyer.
