Relinquishing Parental Rights??

Is it possible for a parent to relinquish his parental rights? My soon to be Ex-Husband has not come to see our son for over two months, has not called, and is behind in child support. He is also over $7000 behind in child support on his other two children, and hardly has been seeing them as well or calling them.

I want to offer this option to him, with the understanding that he could still see our son, but he would have to contact me more than 24 hours in advance.
