What rights does a minor who is a mother have to make decissions?

My friend has a 15 year old daughter who has recently became a mother herself. The father of the baby is also a minor. My question is can the minor daughter make decissions concering child support issues? She wants to let the boyfriend out of all child support responsiblites and give him half phyiscal custody. Can her mother or father stop her from doing this?
