Running Away

My friends family is moving to a different state it is her Senior year when school starts again she does not want to leave and has left her house her mother has reported her to the police as a runaway. She is 17 years old. My question is, is she a runaway because I don't want her to get in trouble

Yes, she is a runaway because she is under 18 and has left without her parents' permission. However, she can petition to become emancipated, which means she would be considered a legal adult. However, there are several things she would have to demonstrate to get a judge to grant the emancipation, and it may be hampered if her parents opposed it.
