Signing off on parental rights

I have recently gone through a messy divorce and remarried. My x is in jail on stalking- arrgraved with a 20,000.00 cash surety bond. We have a teenager (bipolor), that lived with her father up to the point where they sent him to jail. She is now living with a neighbor down the street because of filing false police reports on my current husband. My question is does the 50/50 still stand on my JOD as far as her care, medical (michild) or legal. What happens??? Do I have to sign off parental rights?/
