Legal Question in Family Law in Michigan

My sister had a son in 2002. she passed in 2006. Her sons father has been looking for him for several years and was not able to locate his son. Her sons father and I didnt find out she passed until 2009. My sisters mom had gaurdianship of my nephew. I did reaserch and found that my sisters mom had passed away in october of 2012, leaving no one to care for my nephew. He is now a ward of the state. Had I known i would have tried to get him. How would my nephews dad go about getting costudy of him? what does he need to do to find out where he is?

Hire a detective to find him and a lawyer to establish a guardianship.
