sister's children taken and placed in foster care and cut off communication

My sister had her children removed from her home because of her drinking. She ended up getting convicted of a crime and sentence to jail. She has just been released and is now in rehab and desperately wants to communicate with her children. CPS is not allowing her any communication with her children. Is this normal procedure?

No it is not. CPS is very often too heavy handed. Your sister should hire an attorney that's got the guts to fight them.
