in the state of michigan, can the department of human services remove a child,
start termination process before a mother has been convicted or found guilty of
any crime ?

Yes, they can pettion the court to have the children removed and the parents rights terminated based upon abuse and neglect. They would have to present evidence of that to the court. The parents do not have to be convicted of a crime for that to happen.
