support, & power of attorney rights

I have two questions:1)I found out,after trying to contact Wayne Co. FOC since June,that both Wayne & Ottawa Co. are collecting support on the same two kids.I have been trying to set something up with Wayne Co. to try to straighten this out,since they should have dropped it back in 1984 when we got married,but can't seem to get ahold of anyone down there;thier phone just rings forever or I get a machine willing to tell me how far back in arrears I am.I have sent an e-mail asking for my case workers name & how to get ahold of him/her,but they don't have designated case workers.(The only answer I have gotten from down there.)I know they aren't paying my,now,ex-wife,because her maiden name is on thier list of people they owe money too.IS THERE SOMEHOW I CAN GO AROUND WAYNE CO. & HAVE THIS STRAIGHTENED OUT? 2)My sister-in-law somehow got my son.My wife talked me into signing over temp. custody to her sister.Now they only want me to work around thier schedule to visit him, not mine at all.What rights do I still have over him?What rights do they have?They say they don't have to tell me anything about what is going on in his life,or ask me anything about what they want to do with him.How do I terminate this ''Power of Attorney''?
