I was suspicious that my husband was/is having an affair with his office manager. Is it a breach of privacy to put a tracking device in his car?

No it is not. Priviate investigators do it all the time. The same is true if you put cameras in your own house, as you both live there, and you are consenting to surveillance in an area that would normally have an expectation of privacy. If you put surveillance in the officer manager's home, that would be a violation of the law, invasion of privacy, and trespassing. Putting GPS or tracking devices on someone's car is done on a daily basis. If you need a reputable and competent PI to assist you, please let me know and I will refer you accordingly.
