Termination of Rights

If a persons parental rights were terminated at or around seventeen years of age to three children, and later adopted by their grandmother. Is there a way to gain back parental rights 8 years later, or visitation rights. If the biological mother has continued a relationship with the kids, and was a active person in there lives up until the grandmother became angry with her. Is there any recourse to get her children back now that the children are 13, 12, and 11.
