is there a time frame for the courts to hold you in jail before an arraingment?

my brother is being held in the county jail - he was arrested 4 domestic violence on 2/27/05 and was arraigned 2day 3/9/05- the judge has decided to refuse bond and bring him back to be sentenced within a few more days. this is a second offense for him and i would like to know is this normal practise? not to diminish the seriousness of the charge but it seems unfair due to the length of time he's been held before he even went before the judge.
