Legal Question in Civil Litigation in Michigan

Someone I know is accusing me of submitting a welfare fraud complaint against them. Although it is not illegal to submit a complaint I did not submit one. Her statement was �my caseworker told me who submitted the complaint.� After speaking with several people at the Department of Human Services in Michigan I have been informed that if a complaint was submitted they are obligated by law not to disclose the information of who submitted the complaint. Do I have grounds for a civil lawsuit against this person for slander and defamation of character? They live in Michigan and I live in Ohio. If I do have grounds to sue in which state do I sue them?

Who cares if you submitted a complaint? What are your damages? No one will touch this case because of the difficulty in collection, let alone your lack of damages.
