Can I audio tape an open public meeting without announcing to the group that I am taping?

If the meeting is "public" then there is no expectation of privacy. Be sure that this is truly an open meeting, no locked doors, or select group of persons discussing confidential or personal information. Town hall meetings, school board meetings, etc, are open to the public, and unless the board has a reason to go into executive or closed-door session, anyone can walk in, listen or record. Comments made in a public forum are recordable.
