Auto Collison/ No insurance

My mom, a resident of Michigan, was rear ended by a Canadian driver without insurance. The police attended the scene, however no charges were laid. The damage is over four thousand dollars. What enforcement options does she have? Is jurisdiction an issue?

If your mother had insurance (collision), her company will pay all but the deductible. she can sue for the deductible if the accident occurred here. However, if it occurred in canada, you have to get a Canadian opinion as to whether she can sue for the deductible, eh?
