Legal Question in Civil Litigation in Michigan

city ordinance violations

3 years ago I had a contractor put a privacy fence up and the city inspector came out and said the back fence needed to be moved 3 feet off the property line. The contractor received a citation that he did not respond to and now the city is issuing me a citation to move the fence. Whose responsibility is this, I though I hired a reputable fence company.
