Compensation for Radiation Victims

My dad was treated sometime between 1947 to 1949 with radiation for the treatment of ringworm. For the past 15 years he has been fighting skin cancer of the face. It now appears he is having thyroid problems. I found out only today that he was treated with radition. I know that a law came into effect on January 1, 1995 offering compensatin to those suffering from the effects of radiation aimed at treating ringworm (administered between 1-1-46 and 12-31-60. Can someone please tell me where I can find that law and any other information that I can give to my dad. Thank you very much.
