Legal Question in Civil Litigation in Michigan

If someone doesn't live in a home that was raided and drugs were found, but was sleeping there, how does that land them with a charge of Maintaining a drug house? And how 13 years down the road can they be still charged with it when theyve never been in trouble with the law since and has held a job and so on... Its been 13 years.. shes an amazing person, she hung out with the wrong people and shes learned her lesson and hasnt been in trouble since then... can you or anyone help her...
