neighbors dogs use my yard for a restroom, no fences are allowed . how can i hold the neighbors resposible.

Take photos, install a security camera system, get proof and then call the police to enforce the local leash laws and ordinances against "littering". Insist that the police give them a ticket once you have the proof that it is their dog running and dumping on your yard.
