You are a minor. Yes, your mother can ground you, including taking the keys to your car, so as to keep you grounded, and not out driving around. Driving is a privilege, not a right. From a practical standpoint, you will not find a sympathetic court that will grant you permission to do anything you want, while you are a minor and living under your parent's roof.
