Small Claims Court Against a Former Inmate

Do I have a valid case against a former friend who now is a former inmate? I loaned money and accepted phone calls in good faith with letters from him promising to repay shortly after release. The sum is around $1500.00 and that is from only 3 out of 7 months of documentation I've kept I have phone bills, money order receipts and general receipts along with promissory letters that are signed indicating repayment.

In theory, incarceration was meant to rehabilitate offenders, so do I have any recourse in this matter though our legal system or is he not to e held liable do to his incarceration?

File in small claims. If you can show you had a "contract" and that the services were not gifts, you may get a judgment. The problem will be in collecting.
