Statute of Limitations for Civil Litigation

I would like to file a civil lawsuit against a perp who pled guilty and was sentenced in a CSC case on a family member. Is there a statute of limitations? What type of lawyer specializes in this type of case?

In what city was your family member assaulted? When did this happen? How old was the victim when this happened?
