Legal Question in Civil Litigation in Michigan

stolen property/possesion

my boyfriend stole my dogs papers, but he never sent them in, i was wondering if i got new papers with the bill of sale because i was the one who bought the dog, if it was possible to get him back? what process would i have to go through? yes he lives there but thats only because he took him from me. if i have the bill of sale then that means that he is mine right? so i can go get him whenever? or is that not the case?
