Wrong Paternity From State without Test

I have recently found out that I have a lien on my Federal Taxes, due to my ex-wife's 2nd Child. We have been divorced since 1999 and her baby was born in 2002. The state tested someone and he came back not the father, so they ordered me to pay support. My ex told the state that we were divorced and the shild was not mine.(I live in Illinois and she lives in Michigan). Since we were divorced before the conception of child, doesnt the state have to prove I am the father via paternity test. Do I have any course of action I can take to make sure this does not happen to anyone else? Can I sue? And who would I sue?
