If you have been a lawful permanent resident for five years or longer, you are eligible to apply for U.S. citizenship anytime after that five years provided you are not disqualified by some criminal problem or status problem. One does not "obtain" dual citizenship. The U.S. frowns on dual citizenship, and you must take an oath to give up a foreign citizenship. On the other hand, if you were born in Germany, unless told otherwise, Germany continues to view you as a citizen; in other words, you may be permitted to retain your German citizenship jus soli.
