Legal Question in Immigration Law in Michigan

i have a relative that came to us in 95 under tour visa and over stayed until 2001. Now under f4 (sibling) her file has opened. She has started the paper process, but will she be able to get visa when she gets the visacall.? How long does it stay on the record of her coming and going status to usa? And as a petitioner, will we be in any trouble for sponsering her documents?
